Trio of Towns DLC releasing on November 9th for NA for $7.99

Also noted- You must download the free Ver. 1.1 update to purchase the DLC package*
Once you’ve downloaded the 1.1 patch, the DLC, called the “New Neighbors Pack,” will be purchasable from a newly added “Downloadable Content” menu on the title screen.
We decided to roll all of the content into one DLC package, which allowed us to reduce its cost from our original estimate to $7.99. This “New Neighbors Pack” is the only DLC for the game, and will contain almost* everything from the four post-launch Japanese patches:
Marriage candidates Woofio and Stephanie
The ability to have a child with Inari
Events such as cultural exchanges among the three towns and a visit from your father
Events immediately following the New Year’s Festival and Starlight Gala
About 50 new lines of dialogue per marriage candidate, including clothing/pet reactions
5 special winter outfits
A performer story
We’ve posted lots of screenshots from this content on the STORY OF SEASONS Facebook page over the past few months. For more information on Woofio and Stephanie, be sure to check back there next week.If you were wondering, players with the retail game, the patch, and the DLC can all play online with one another without issue. The new outfits will just show up as the default outfit if you are playing on a version without the added data.
*As with Hamtaro, we were unable to secure the rights to use Chebrashka, so this little Russian character is missing from our release.
There is also a 3oT 3DS theme that will be coming out the same day that costs $1.99USD

XSEED doesn't handle the EU release, so no news from the EU's publisher on the DLC as of yet.

Whew, so happy! I really needed some good news today, and I need Trio back. And for me, $7.99 is a great price, especially since I thought buying all the DLC would be costing me $12 (USD...I'll be paying more since I'm dealing with CAD). I'll be buying it twice...once on my N3DS for where I have my digital copy and once on my original 3DS where I use my physical copy. And it was nice that they decided to put those 4 outfits in with the free update, too.
EDIT: I'm also curious about whatever $2 theme they'll be coming out with. Do we already know what it is? (For example if it's a theme already out in Japan...)

I want something fancier, I guess, something as beautiful as the bigger-name game series tend to put out (like LoZ). I may still buy it because...well, I guess I just like to make sure that XSEED always feels it's worthwhile to be the localizers of Story of Seasons. I don't know if that's pointless or goofy, but I probably WILL buy it, even if I don't think I'll end up using it.

Also...European folks are now looking to know when/if they will also get the DLC, and...
A person on Facebook is telling me that Nintendo of Europe is NOT the localizer for Trio of Towns, as they say that Nintendo does not localize any 3rd party games. However on Wikipedia only Nintendo is credited for releasing the game to the PAL region, so I assumed that only NoE could tell anybody the when/if of the DLC situation for the PAL region.
Is there someone else involved, or is this person misinformed?

From what I can gather, Rising Star Games USED to publish the BokuMono and Harvest Moon games in europe, but it seems that both SoS and SoS:ToT were published directly from Nintendo of Europe. The Rising Star logo is noticeably absent from both of those titles boxarts, and the Story of Seasons page on wikipedia lists under publishers that NoE is the publisher for Europe, citing Rising Star as a former publisher.
So I believe you're right, Nintendo of Europe is responsible for the series currently and it's up to them whether or not the DLC reaches PAL regions. Fingers crossed for all the PAL players!

NoE isn't the localiser, but they're the publisher for the PAL region.
In the US XSeed do both the localisation AND the publishing, so they're able to release it themselves.
They don't hold the publishing rights for any region other than the US, however, NoE does.
From what gather, XSeed's English translation is still used in the EU version as pretty much everything I've looked up is the same word for word (they haven't even changed to British spelling as far as I see). So basically I guess XSeed just handover their work to NoE and then they'll release it here if they feel like it.
So yes, it's entirely up to NoE.

Yes, I really wondered about the other languages, too. XSEED has a tiny team of about a dozen. Unless they've got several mad language geniuses on the team or something, there's no way they're doing the Italian, Spanish, French and German translation as well as the English one that you can get on the PAL version, so SOMEBODY has to have done all that additional work before the game could come out over there. I assumed it was Nintendo, but in any case...it does seem at the very least as though only NoE could possibly tell us if the PAL region will get the DLC or not. Though I bet if asked, they might not be very forthcoming with any info. Nintendo tends to be pretty tight-lipped.
Of course, the rest is awesome news for us here in North America. I'm super happy about it, I just feel slightly guilty to be so happy when a huge region of other folks don't have any idea if they'll get it at all or not and XSEED, of course, has no answers they can give. I've been hoping to figure out who could give those answers and was going on the assumption that it's NoE.

Ooh, how exciting!!! I'll definately be buying the packs then! $7.99 is a very cheap price, as I was expecting something from $12-16 dollars. I hope enough people buy it...y'know, to make the translation worth Xseed's time.
Now the ten-day countdown begins. Can't wait to make my MC cosplay as Frey, and potentially marry a pun-loving empty dog suit.

Oh, btw! I was thinking of Fantasy Life and its Origin Island expansion, and how it made it so that people WITH the expansion incapable of joining multiplayer with anyone WITHOUT the expansion. So I asked XSEED. If anyone else wants to know, then the answer is that it won't matter...we can all still enter multiplayer mode with each other regardless of whether we have the DLC or not. (Luckily, if you enjoy that aspect, since the multiplayer is already on the quiet side.)

I think I'm more surprised at the price; I thought it would be more for all that content. I'm pleasantly surprised and will be getting this as soon as it's out, and the theme as well.
